Howard Printing's Vermont-produced coloring books meet the safety certification requirements for children 12 years of age or younger, as outlined under the U.S. Consumer Product Safety Improvement Act (CPSIA).

The CPSIA "is a sweeping new law that impacts a broad spectrum of our economy. From manufacturers of toys to the kids that play with them, everyone is affected in some way - even those who make and donate products to hospitals and charities. There are new rules to be understood and adopted for everyone from the largest global manufacturer to the crafter working in th family workshop to the mom-and-pop shop on the corner. Indeed, all children’s products including toys, books, child care articles and clothing are covered in different ways by this law, and there are different rules for different products." Howard Printing's coloring books fall under the category of "children's toys" as defined by the U.S. Consumer Product Safety Commission: “consumer products designed or intended by the manufacturer for a child 12 years of age or younger for use by the child when the child plays” including printed materials that have “play value” such as bath books, sticker books, coloring books, etc.
Exemptions from the CPSIA testing and certification requirements for lead include the following book components:
paper; any product printed with four-color-process inks (CMYK); any product coated with varnish, water-based, or UV-cured coatings; threads used for book binding; animal-based glues; adhesives that are not accessible; and binding materials that are not accessible.
The following materials are NOT exempt from the testing and certification requirements for lead:
spot or Pantone (PMS) inks; saddle-stitch wire; non-animal based glues that are accessible; metal coils both coated and uncoated for coil bound materials; plastic coils for coil bound materials; foils used in foil stamping; laminates; adhesives or other binding materials that are sealed by a covering or encased and do become physically exposed through reasonably foreseeable use and abuse of the product may be considered inaccessible.
The only item in the nonexempt list above that applies to Howard Printing's coloring books is the staple or saddle-stitch wire with which we bind our coloring books.
